
There are plenty of items at the "uncommon" and "rare" quality in Dungeons & Dragons that any level character can use. And don't worry about overpowering the party with legendary magic items. However, even DMs using a D&D sourcebook for their campaign may want to take their own initiative when distributing those magic items, because it's really no fun when the party can't use anything they find.
